Computer freezes after startup. suspect CPU or Motherboard

i have had this issue for about a month now but it has become increasingly worse.

the first symptoms i had was occasionally blue screening (about 1 hour after launching or 10 minutes if playing a game) with the error most commonly being "whea uncorrectable error" or "system_service_exception" as well as many other blue screens.

after a bit it ended up getting worse to the point that it freezes 5 seconds after start up with no blue screen requiring a hard shutdown, on the rare occasion that it does blue screen it is normally "video_scheduler_internal_error" or "whea uncorrectable error". to be more descriptive, originally everything froze at once, but now it is more common that everything freezes before the mouse which would then freeze a couple seconds after.

also note that it almost never crashes in safemode (first freeze in safe mode while writing this post after being on for about an hour).

i switched out components with a friend to narrow it down to either the CPU or Motherboard. unfortunately we did not have the same socket to test the parts individually so is there a way i can determine which component is causing the freeze? (no visible damage on either)

cpu intel 4790k
samsung ssd (clean windows install)
PSU Seasonic G-750 80Plus Gold 750W
RAM G.Skill Ares F3-1866C9D-8GAB 8GB (2x4GB) DDR3
everything else is disconnected
