Low fps confusion

I just get low fps on everything. I have taken it to computer stores and they don't see any issues. Not sure if I already need to upgrade something. I have a hard time getting more the 20 for on all games My parts are

Video- EVGA GeForce GTX 960 4GB SSC

CPU- Core i7 6700 4.00 GHz

Operating- Microsoft Windows 10 Home 64 Bit System

Mother board- MSI
Enthuastic Gaming Intel Z170A LGA 1151 DDR4

Ram- G.Skill
Ripjaws V Series 16GB (4 x 8GB) 288-Pin DDR4 2400

Hard drive- Seagate 3TB Desktop HDD SATA 6Gb/s 64MB Cache

Power- SuperNOVA 850 G2, 80+ GOLD 850W

Please help me out cause I can't figure out what the issue is. :(

Make sure the 6- or 8-pin extra power cable is plugged into the GPU securely. You may also want to check with a multimeter that the power cable is delivering power. If it's not delivering power to the GPU, the GPU will be limited to the 75 Watts it can draw from the PCIe slot, which will severely limit framerates.
