Computer freezes during driver update

I have had my computer for 5-6 years now without any major issues. I was having some stability issues while playing a game so I decided to see if my drivers were up to date. I loaded up the newest ones but upon reboot the computer would just stay at a black screen after the initial windows loading screen. I was able to boot into safe mode so I figured it was an issue with drivers. I uninstalled the drivers and used driver sweeper to clean out the old ones. The computer continued to freeze when trying to install the AMD drivers. I even tried the beta drivers with the same issue. I then tried to do a windows reset through the built in feature. I'm still having this issue after resetting windows. I'm now wondering if my graphics card is broken. I even tried to install the beta drivers and still have the same issue. I should also mention that I would occasionally run into problems where I would get no output from the videocard on startup. My motherboard does not have onboard graphics.

AMD Radeon HD 6870
GA-970a-d3 BIOS up to date

Well in case anyone was interested, it was an issue with the video card. I replaced it with a 1050 ti and have been running without any issues since. I eventually found posts on the AMD forum regarding the issue and learned it may have been an issue with the soldered connections. I was going to try and bake the card to see if would fix the issues as some recommended but I ended up damaging the board while trying to remove the plastic bits.

You need to make sure anti virus and other anti malware stuff is disabled during the install. Also the 6870 is a great card. My gaming card back in 2011. Use "Driver verifier manager" and check for any unsinged driver files on that new package. you can find the find the verifier as a run command.
