Can I OC Fx-8350 and will it bottleneck SLI 960s?

So Ive been running one 960 with my fx-8350 and Ive already ordered another one to run them in sli.
If I overclock my CPU to 4.5ghz will it bottleneck the dual 960s by a large amount in most modern AAA games?
I would also like to know if overclocking is safe with my current motherboard and power supply.

Specs:
Cpu: AMD Fx-8350 w/ Hyper T4
Gpu: MSI GTX 960 4GB (2nd one otw)
Psu: Antec 650w True Power Trio
Mobo: GIGABYTE GA-970-Gaming SLI (rev. 1.0)
OS: Win 10 Pro x64

I would say that 600w is the safe choice for SLI 960's. With CPU overclock though means that you will need extra power which makes 600w as minimum especially if you plan to OC the GPUs as well.

If you don't plan OCing the GPUs then you are fine.

It should be enough. It is a tad on the lower end of quality (due to age) but it has a decent ammount of wattage to handle your parts.

You shouldn't bottleneck with the 960. Not sure why you're using 2 GPU's tho. If you do bottleneck take out a GPU.
Also I wouldn't really bother OCing with your current board.
Just replaced out a 970 for a 990 and the difference was pretty big (A TUF Sabertooth 990 AMD mobo really outperformed the 970 Asus Aura and Gigabyte I had).
