B350 Tomahawk - 16GB Ram 7.95GB Usable

CPU - 1700

Mobo - B350 Tomahawk
RAM - EVGA 8GBx2 DR-3000-MR PC4-24000, in the correct slots!

Issue: 2 sticks of RAM is read for a total for 16GB, but only 7.95GB is usable. I have ran a memtest and no errors come up, I am also able to boot off of each stick of RAM just fine by itself. I have tried a mixture of configurations of the RAM (ordering) nothing fixed the issue. I have not messed with BIOS at all because I have no idea what to do there. Any help fixing this would be appreciated!

I also tried unchecking / changing max memory setting in boot settings.

Also, if I put them in slots 3/4, it works fine, but isn't this not optimal? (They are suppose to go in slots 2/4)

1| Make sure you're on the latest revision for your BIOS.

2| Make sure your installer isn't corrupt, by recreating your Windows 10 installer using Windows Media Creation Tools. I'm assuming Windows 10 since installing prior versions of Windows is a little more of a hassle.

3| Try and remove CMOS battery and replace after 15 minutes though mind you, that will revert all BIOS settings to default and will require you to input date and time as well.

1. I am on the latest BIOS, had to flash to latest to even install windows.

2. I used Windows 10 installer using Windows Media Creation Tool initially

I don't think it would be an OS issue seeing how if I put the RAM incorrectly in slots 3/4 it works(suppose to be in slots 2/4), though I think this is bad? Not sure
