With that said, you initially started this thread by naming the PSU as the likely culprit. Antec makes some fantastic power supplies, but yours doesn't appear to be one of them. After several Google searches, I'm left with the feeling that it's a odd-duck of a power supply; both in product and it's support. The unit is rated for 700 watts, but only comes with a 2 year manufacturer warranty. The Antec site's hyperlink for the product manual is not functional, so I can't look up how many 12 volt rails it has. I can find no meaningful hardware reviews of the unit. The website states that it's 88% energy efficiency, which suggests that it's 80 Plus Silver rated, yet there is no efficiency certification listed.
Question: The Antec website lists a "thermal manager" feature, similar to EVGA's ECO feature. Does the power supply have a switch to turn off this feature? The reason I ask is because your issue only appears when the computer is under load from playing a game. If the noise is truly coming from the power supply's fan, then this would provide us with excellent evidence that the PSU is indeed the culprit.

Summary: I'm lazy. Were I in your situation, I would start off by replacing the power supply, before continuing the troubleshooting process. Personally, once I'm using any GPU above a GTX 1070, I would immediately upgrade from any tier 3 or 4 PSU to a tier 1. Money is very tight for me. Therefore I always spend $80-$100 on a new power supply in order minimize the risk of my system becoming damaged. Also, I hate being in situations such as yours, when I have to wonder if the PSU is a likely culprit. Having a mediocre power supply adds a level of complexity to troubleshooting issues, that I simply don't care to deal with in my own systems. Is it possible that the sound might remain, even after replacing the PSU? Absolutely, but it's the just order of how I would personally handle this issue.
