A good place to start is downloading HWINFO64. Its fantastic monitoring software which you can use to see an overview of what your hardware is up to. Please send me three screenshots, I'll list what I want below:
1) Your CPU and GPU sensors while your PC is idle.
2) Your CPU and GPU sensors while your PC is running smoothly while gaming.
3) Your CPU and GPU sensors while your PC is dropping FPS while gaming.
Doing this will help to see if any parts are behaving abnormally during the FPS drops.
Another thing to do is to going into your Nvidia Control panel and reset your global settings, and go into your games and reset their settings too. Also check your V Sync, some games allow V sync and a FPS limit, if these options aren't working in union they can reign hell on performance.
I'll test some of these out and see what kind of results I get, but I thought I should clarify a little. The 'sudden' isn't in game it's that it happened overnight. I was averaging a steady 70-80 but now it's averaging a steady 20-30 as if I cranked all the settings up to ultra.
Ok, then just get a screenshot of the sensors while idling and while gaming, regardless of the FPS.
Also you said that your computer ran benchmarks fine, so if they still do see if you can grab your sensors while you're running benchmarks.
I'll be honest with you, so far it may be a GPU issue, so another safe bet is to test your GPU in another rig. But we will see what the sensors say.

So I ran it idle and then in the city where I get about 15-20 FPS and then in the forest where I get about 50-60. I also reset all the Nvidia global settings before this. I actually uninstalled my benchmarks, but if you think it could help I could reinstall and run with the monitoring software.
Alright, just need some clarification.
Just so I know I'm looking at the right graphics card can you specify its exact model name please? EVGA have a habit of throwing out lots of variations of the same card.
Also, I noticed your average CPU usage (Labelled 'Total CPU Usage') was a whopping 91% in the city and 88% in the forest, which is very bad. It should hover around 60% - 70% (if that) and when your idle it should be below 10%, not 20%
This potentially could be your problem, I just need some info:
1) Are your monitors plugged into your GPU or your Motherboard?
2) have you had crashes/BSODs? (Computers crashing and BSODs can slow down performance of your drives upping RAM and CPU usage under load)
3) is your RAM being used? (Alt + CTRL +DLT > Task Manager > Performance and see if your RAM is recognized under memory)
4) What's your RAM usage while idle / gaming? also before and after gaming and downloading.
It would be a huge concern if your CPU usage is that high. Here are some things you can try:
1) System restore your computer to a point before you had performance issues.
2) Run anti virus, malwarebytes and CCleaner as you may have something on your system which is affecting CPU usage
