Does this sound like a bad PSU?

My PC has had this problem where it seems like every 3rd time I turn it on it turns off and then back on, usually moments after originally turning it on. The first two times I can use it for as long as I want. I've tried all sorts of things, such as refreshing my Windows 10, removing possible bad drivers, checked things such as GPU, RAM, CPU and all tests showed they are fine, ran PC under stress, and now I bought a battery backup to see if maybe I am getting some bad surges of electricity or something, but now on my 3rd time booting up, it turned off and back on about a minute after turning it on. I took it to a PC repair shop but they said they don't think anything is wrong with the PSU, but I'm thinking it has to be it because power is just getting cut off completely and then coming back on. Does it sound like a possible bad PSU?

It's worth noting that I added 8 extra gigs of RAM and a new GPU, GTX 1070 about a week, maybe less before the problems started happening. The memory tests show that my memory is fine, but after putting in a new GPU, do you have to allocate more power from the power supply to the graphics card or something?

My battery backup was a 480w, and my PSU is a 750w.

I doubt it is the psu.

When you added ram, compatibility is suspect.
A possibility that the motherboard at boot time is trying to find a good ram setting for both old and new sticks.

Try with only the old sticks that worked before.
Memtest86+ is the gold standard for ram testing.
You should be able to complete at least one full pass with NO errors.
