Reinstalling windows on new PC with same hard drive

So i just picked up new components and assembled all of it, i was planning to use the same hard drive ( just a 1tb HDD untill my next paycheck when i will probably look into getting an M.2 for my new boot drive) when i booted the PC for the first time it got to the point where the windows logo appeared ( using windows 7 home premium 64bit) it immediatley restarted and asked if i wanted to do a system recovery ( tried that didnt work) so my question as of now is will i be able to download windows 10 (free upgrade from 7) on a USB thumb drive and install it on the same HDD in my new PC? as ive said in my previous thread im not too fond of things like this and any help at all would be greatly appreciated (edit) i changed out all vital components other than PSU and HDD

The upgrade to Windows 10 has not been free for quite a while.

You can certainly install Windows 10 to that drive but if you can't get in to the OS to do an in place upgrade you're bound to lose all your data.
