It would probably work fine but i wouldn't risk it.
If you are going to buy a cheap PSU at least buy one with a reputable name behind it, i would prefer a Corsair VS or CS PSU over that one even if it's a lower wattage one.
With your build you could easily get away with using a decent 500w PSU.

I don't actually see any 80+ certification on the unit. The R9 280X is a really power hungry card, 250-300w I believe some where around there. The CPU you have also is also an 80+W CPU, which I wouldn't say is power hungry, but it's also not very power efificient either.
I would say you are in the clear, but the 80+ certification is definitely something you should have when you are running such a component.
Also I'm now quite sure of the reliability of the product, I haven't really heard of this brand before.
