Solution
Depends on you really.

I myself still have one in my system since i tend to chuck in a DVD from time to time, still have a few old school games on disc that require them to play/install and do find myself buying the odd physical copy of games if they are 1. Really massive, to save internet times/usage (GTA V for example, 70GB+) or 2. The physical copy has some appeal say the Witcher 3's which i got with the full soundtrack, map of the world and other cool features.

But this said, in general i don't add them to build recommendations by default, if someone knows they might need one i'm sure they can chuck one in for what $10 these days for a typical DVD drive. Hope this helps :)

Not sure what you mean, optical drives or the discs themselves? I've found disc drives to be very resilient over the years, i myself have 3 lying around from old office builds being scraped from Family/Friends and they all work fine despite some being at least 10 years old now. In fact i'm using an old LG optical drive that must have been from around 2008 at least. Still works fine for my light and occasional uses.
