What happens when a GPU overclock is unstable.

I overclocked my GTX 1070 a while ago by a fairly small amount, around 200MHZ on core clock I think. I've only just played a fairly demanding game since doing so, and my FPS is way way worse than I would expect it to be. Could this be a result of the overclock? Or would an unstable overclock just cause my PC to crash.

An improper GPU overclock can result in artifacting, games to crash to desktop or worse that the system crashes to perform a reboot(depending if the PSU can't handle the extra power needed). When you increased the clock speeds, did you also increase the power target? On another note, what app did you use to perform your overclock?

It turns out that the overclock isn't the problem at all. In game, my GPU usage is only around 40% where as CPU is 99-100%. Obviously there is some bottle necking going on. I thought my i5 4460 would be good enough to not bottleneck a 1070 so much but apparently not. Ah well.
