Transferring program files and data files from Vista system to new Win10 Pro 64bit system

Purchasing new Win10 64bit Pro system for my spouse, upgrading from old Dell Vista system.
Here are my questions:
1. She has several H&R Block Tax programs 2014/2015/2016 she wants to retain along with the data files. All the programs were purchased & downloaded.
2. All pictures / documents.

We do have a WD 1TB USB MyPassport hard drive we can use to copy the files from the old Vista system to the new Win10 system.

What's the best way to get this done? I looked into Easy Transfer for Windows.

Solution
If the programs used the windows registry, you will likely need to reinstall the programs.
If you are going from a 32 bit os to a 64 bit os, reinstall is needed for certain.

The files you can move by exporting them to the USB drive and then importing them to Windows 10.

Windows easy transfer should let you move your files and settings.
It should also give you a report on what could not be moved and will need reinstallation.
