one of my dual fans went out on my video card can i still fun it or it will over heat my pc case was like 7 fans

It will certainly have more problems to keep the GPU temp, esp with long playing sessions. Just monitor the GPU temps and fan speed while playing: when you see fan going up 90% or more speed and GPU temp is still rising, you will suffer performance decrease as the card will most likely do thermal throttling.

if you are getting the replacement part, the gpu will work well with one while you get the other, but don't play games while you fix the fan

is the gpu out of warranty? you mention you will get the fan, if it is under warranty, you shouldn't buy parts, the warranty should cover the fan cost
