The tier list is pretty much flawed and since it's a few years old it shouldn't be taken too seriously.

For example a Corsair RM is tiered the same as a Seasonic G although the G is like a quality supply while the RM isn't.
Furthermore Antec has a habit of switching OEMs rapidly, for example the PSUs listed as Seasonic OEMs by Antec are now made by FSP instead and so on...

For 60$ look for a 550W Corsair CXM, Seasonic S12G or S12II, XFX Core/Pro/TS or Antec HCG (Highcurrent Gamer)
If non of these are available for the price tag, a EVGA Supernova Nex or 550b will be your best bet

I don't disagree with anything you've said regarding the tier list. I will say that I've seen far too many posts on this forum regarding issues with the NEX series for me to be comfortable recommending it.
 
Absolutely, I wouldn't recommend it usually either.
However I know there are countries where you just can't pick up a quality PSU because there's noone who imports them

And tbh the NEX is one of the better PSUs I'd never recommend.
It's surely better than all these AKASA, Vector, Power Energy, most Thermaltakes, Starpower and nonames that probably are conversions of old Soviet Radios

The NEX isn't too bad tbh. Gotta remember that it's one of EVGA's most sold units. People have sometimes issues, yes, it's not a really good PSU, but I'd say it's bad luck compared to the numbers they're selling
Just think of the exploding G2s....noone stops recommending them...
