Here is a build that will give you the best 1080p, good 1440p in fact. For $1800 you could build a 4K machine.

One proviso here, the only Wifi adapter that Newegg sells that is compatible is the one in the build but it does not support AC wifi. If I was just to choose I would get this one

I'd get a better CPU cooler than that - the Cryorig R5 is $10 more and is far superior than anything Thermaltake makes. And don't use Wifi on desktops if you can possibly help it.. Those LAN ports on motherboards are there for a reason. If at all possible you should use that over Wifi 10 times out of 10. I would also maybe suggest going with a Ryzen system:

Fastest gaming cpu and gpu right now. The board comes with lots of connectivity and features like superior audio codec with headphone amps, bluetooth and wifi(better than the afts). NVME SSD faster than traditional SSD, for faster booting and loading times. Get a good 144hz/1440p monitor few months down the line and you should be good for a couple of years.

Normally I'd suggest Ryzen for streaming but your preference is Intel. The above build is probably your best bet but if you want to save some money given you're gaming in 1080p I'd go for GTX1080 or even a 1070 as a 1080Ti is pretty overkill for 1080p gaming. However it will "futureproof" you for a while. Other than that this is an excellent and extremely fast build that'll blow games out of the water.

personally i think this is going to be what i go with, its tough because im on a air force base and we dont have ethernet, we have to use the wifi, also that being said, because im on an air force base for only a few months, i was hoping to get smaller tower by chance?

Well you could go with a mini ITX form factor like the Fractal Design Node 202, but why not get a laptop for this sort of thing? If you travel frequently a desktop probably isn't what you should be purchasing.

and i plan on returning it to build my pc, although i will be traveling alot, i feel like a desktop is still going to be worth it, vs a laptop that cant handle much with streaming
