Used Pc With Intel Core I5 Or New With Amd Athlon X4?

I want to buy new computer, but I have low budget. I have to consider about used computer HP Compaq Elite 8300 SFF with Intel Core i5 3470 or assemble my own with AMD Athlon x4. Which processor is better?
And if I want to use Radeon RX 460, which processor will be better to work with?
Also, I have read about locked BIOSes in HP computers that not allow to add new hardware. Will new graphics be usable in it? Has the motherboard some unlocked BIOSes that allow new hardware?

The i5 is better. The G4560 is also better than that Athlon. There's no reason to get an Athlon X4 these days.

Also, OEM machines are a royal pain to upgrade. I would gladly put the money into slightly slower hardware if it means I can actually upgrade it without digging around for days looking for documentation.

G4560 is way worse than Athlon, it has lower PassMark score by 500, less cores and locked multiplier. And it costs more money. Only thing that is better on G4560 is that it has lower TDP.
 


In gaming benchmarks, the G4560 consitently performs on par with a Core i3-7100.

That's because games are optimized for Intel processors. For example, Same game on Intel Core i7 7700K has 10 more FPS than AMD Ryzen 7 1700, but the processor usage is on Intel 75% and on AMD it is 25%. But now I want to know if Radeon RX is bottlenecked by the Athlon.
 
It would be bottle necked by the Athlon in modern games.

Also, AMD's Bulldozer architecture has such severe problems that it's insanely difficult to fully load the CPU with gaming work loads. It's not an issue of "optimized for Intel". It's an issue of "Bulldozer was very poorly designed".

But Bulldozer architecture is in AMD FX and Opteron chips, Ryzen uses Zen architecture and Athlon uses Steamroller architecture. It seems we are talking about different things. Okay, I will consider about something another than Athlon and used computers. Thanks for helping me!
