From what I understood, with added voltage higher clocks could possibly be achieved? Is there something different with evga 1070 sc that already has added voltage I notice no difference in overclock potential with voltage set to +0 or 100 (aside from avg Temps rising from ~55 to ~65) ?my overclock is already +150 core and +210 memory so perhaps ive just reached my personal cards limit but I guess I'm just wondering why adding voltage wouldn't make a difference what so ever. I should also mention ive never seen artifacting. Only errors like "rendering device has been lost" which is why im so curious.

Any error in overclocking, even crashing drivers or card like you see with the error message, means that the card is not happy running on what you are trying to run it at. If you like your card working as it is without damage I suggest you just let it run at the overclock it's stable at. Is risk of damage to the card worth a few more % in speed boost?
