Solution

The cpu si not damaged, the problem si the cooler, AMD is renown to need the motehrboard VRMs to be cooler actively. When you mounted as water cooler there si no air blowing towards the VRMs. When the VRMs overheat the cpu becaomes unstable or lowering frequemcy. Try to put a small fan to blow towards motehrbaord VRMs adn see if it helps. This is the most common...

Your system setup seems to be fine.

Have you installed the latest drivers for everything you have?

Maybe the problem is that the game isn't actually utilizing all the CPU and GPU Power.

It's strange i must say.

Update your drivers and tell me if there are any differences.

Hopefully this helps.

My driver's always been up to date

I looked everywhere on the internet there is no solution to this

but when i had my stock cooler on my cpu this never happend yet the temp went to 70° - 85° degrees

but when i installed my water cooler Seidon 120v V.2 this started to happend like it can't allow the degrees go over 45° or it will like lower the usage on the cpu too cool it down......

But Thanks for answering...

Coolers are Coolers, it shouldn't affect CPU performance in any way either than temperatures.

I think your cpu MAY Be damaged, or its the Mobo, i'm not sure.

If your computer isn't "Custom Made" but rather bought from another company, tell them about it, they might know what's up.

Maybe your bios needs an update, also, not sure.

Hopefully this helps.

Also, maybe hit up the company that sells that water cooler, it may be faulty also, maybe you didn't install it correctly or a valve broke or something like that.

Maybe your PC is dusty as hell, clean it up.

Tiny things can make the biggest consequences.

Hopefully this helps.

This is the most common porblem of the AMD FX series or there is a chance that duing mounting of your water cooler you bend a pin or a few pins.
Usually this are the vrms

They might not have a aluminium sink on them, they might have depends on the motherboard. Try to put as small fan to blow directly towards that sink or towards the vrms directly if you dont have sink from a very close range.

This might actually be the problem, please try doing this and selecting Dragos Manea as the answer if it fixes the problem.

Hopefully this helps.
