People say I should be able to run some games on high but most games i cant

I have I5 4670k
radeon 7950
with 8gb 4x2 ram
MSI Z87-G41 motherboard

Lets say a game like bf1 it says im able to run on high setting with decent fps but my fps stay in the 20fps range and freezes at points

That should be able to help you get better performance. MAke sure you completely remove the drivers using DDU.

Well I can tell you right now that BF1 is optimized to use more threads than most games. Is your CPU overclocked? Also that 7950 is pushing it, and it's a pretty old card. Is this when you are in multiplayer with a lot going on at once?

No my cpu isn't and it is in multiplayer
I was also wondering if I should upgrade to a rx 580
