HELP! Severe artifacting after new case and psu upgrade

I have a very severe case of artifacting, and I think the problem is the cpu or gpu. My resolution is locked to 800x600 and my of dosent recognise my graphics card. (Its fans spin and it says it's in the pci slot but doesn't do anything) when going to task manager a program that used to use <1% of my cpu (live wallpaper) now uses 80~90%!! I have tried reinstalling gpu drivers serval time now with no success and have checked pci slots etc for any dust. My gpu is getting EXTREMELY hot (even with the side panels off) and is roughly 90 degrees at least ( I have no software so that's a guess) even when at idle it still exceeds the temps.I recently upgraded my psu after an bit of hardware in my case started fizzing and producing a funny smell ( unsure on what it was but my best guess is the disk drive) when the fizzing occurred my pc shut off and wouldn't turn back on again. The next day my power supply and new case both arrived so I decided I would go for a fresh start and rebuild my pc. I had no anti static wriststrap whilst doing so but at most times made sure I was grounded by touching the copper my on my radiator. I installed my case leds 2 white led fans and booted up my pc. I was greeted by an awful afrifacting that after at least 10 driver uninstalls/reinstalls still persists. Here is a video showcasing my problem: https://youtu.be/FwG9YPboWpM. My pc specs are : fx 6350 (2or so years old) gtx 970 ( 1 and a half years old) evga supernova 650W 80+ gold psu, 8gb ddr3@1600mhz. Also I have checked it is no problem with my monitor as the bios looks crisp and has no aftifacting. I have also tried out VGA, DVI to HDMI and HDMI to HDMI and all show the exact same aftifacting.
 
Solution
If onboard works fine, and card shows the errors/artifacts with multiple drivers, looks like you need a new one. What about safe mode?

I have tried removing the gpu but when I boot up it says I need to connect the 6 pin power connectors. My motherboard is the ga-78lmt USB 3.0 from gigabyte and I think it might have onboard video as there is an hdmi and dvi slot at the io. EDIT: stupid me I wasn't plugging my hdmi into the motherboard! But yes now it is displaying at a somewhat normal resolution (still not 1080p) and the artifacting has gone. However this leaves me with no gpu horsepower. Is there any fix or is a new gpu the answer :/

 
I would run for awhile with onboard video to be sure things are normal, outside of original issue. If so, reinstall GPU again to see what happens. A program like EVGA Precision or GPU-Z will show GPU temps you can check. It sounds like old PSU may have damaged your GPU based on info so far.

My motherboard isn't recognising my gpu ; for example no nvidia control panel. I can't launch up precision x and in device manager it has an yellow triangle next to my gpu saying 'code 43'
