I still can not run my games even after replacing my CPU and Graphics Card.

I created a thread about a month back about how I can not run my games and I was getting all of these errors. To be safe, I RMA'ed both my CPU and Graphics card. I no longer get the errors, but I still can't run my games. They run about 20FPS better than they did, but It's still about 45fps (when running through razer cortex). I am not sure what is causing the problem because I have checked for viruses and there are none. It maybe my RAM because when I was moving stuff around in my computer, I had to unplug my RAM. When I plunged it back in, it was in the wrong spot. When I got my graphics card and CPU back, I tried turning the computer on, but it was in a constant pre-bios boot loop. I testes bot Ram cards with the built-in motherboard RAM tester, and one of them worked but the other one didn't. Crazy thing is that when I plugged them both in to the right spot, The computer started up, I RAM tested, and it was successful and I booted into BIOS. It says I had both my 4GB RAM cards, and I booted into windows and task manager said that I had 3.1 GB in use, 4.8 GB cached, and 4.8GB available (I was downloading something). So I'm not sure hat the problem is.

You are not using your GTX 970. Your FPS is limited by the Intel HD 520 Integrated Graphics in the CPU. To use the GTX 970 for gaming you need to install NVIDIA graphics drivers. Then you switch "Preferred Graphics Processor" from Intel HD 520 to NVIDIA GTX 970.

Those framerates are exactly in line what what you will get if you dont use the GPU but the IGP.
Make the effort, install drivers and switch to your GPU, that build easily gets 60+FPS on anything 1080p on AAA games.

I am having trouble on all of my games. The 45fps was Dark souls 3. I'm not running anything in the background but I am running the game through razer cortex. Also, one time I had task manager open while I was playing DS3 and my % usages were really low. My setting on DS3 is all low and resolution is windows 800x450 or something like that.

1) is the Monitor plugged into your motherboard or your 970? (Needs to be into the 970)

2) if one was correct download msi afterburner and check GPU usage/temps as well as could temps.

3) run a game at 1080p with max settings with afterburner open and see what kind of max usage and speed numbers you get for usage and temps for gpu speed and graphics memory, and CPU usage/speed

Ok. I had it plugged into the 970. I'm not sure if these usage/temps are good or not. I know that the game is black screen but it wasn't for me I just took a screenshot but it was running at 25FPS.
