Hello, I bought this brand new and only 1 week old, PSU is new and corsair rm650x too. I used motherboard before with my old 6600k processor. This sound came even I moving mouse cursor. There is no GPU or HDD in the system, Using SSD, GPU not installed yet.

When I set up %30 max frequency sound is lower but still persist, at %10 much lower, at %100 louder. What need to do? RMA or any clues?
This is video link of noise: https://youtu.be/KeKeRuM-0sU

Well, I replace processor again and used another thermal paste and it's worked! No sound now! Solution done:)

Well i guess i am at a lose. Sorry i can not help you. There is no way sound can be coming from your cpu. It could however be coming from your on board sound. Through speaker, or if u have a small speaker connected to the power header. sound could also be coming from a fan hitting against a wire. it could even be coming from a bad capacitor(that would be a popping sound).

One last thing I can think of. If you used too much thermal grease and it is conductive you may have gotten it into the socket and it is frying because of the voltage put on it. That would cause a sound like frying an egg in a pan, but on a smaller scale. If this is the case., you can kiss both the motherboard and the cpu goodbye.
