DDR4 16gb (7,98) usable?

So i just received my second batch of ram sticks since the first ones were faulty and stopped working. And now all of a sudden my motherboard seems to read both sticks, but only outputs 8GB? ive followed the manual in which slots i should use precisely, i have also done a memtest on each stick with no errors. No matter what i do, my bios still reads both of my sticks, but only uses 8GB. The slots have been dust wiped with compressed air to make sure theres nothing there, but still without result. According to windows the rest of my ram is ''hardware reserved'' and the msconfig trick havent made it usable. How should i proceed?

EDIT: I have the latest bios aswell

My specs;
AMD Ryzen 7 1700 3.7 GHz

MSI X370 KRAIT GAMING

Corsair 16GB (2x8GB) DDR4 3200MHz CL16 Vengeance

R9 Fury X

Corsair CX750M 750W

Try this please, put 1 stick in slot A1 and 1 stick in slot A2, then boot too windows, let me know if it can then see all 16gb, note though this will be only running in single channel mode, if all 16gb can be seen, power down the computer, and swap the ram sticks back round to its correct configuration, which I think is A2 and B2 slots, should hopefully work fine then and this will be dual channel.
