Will dual booting slow my pc

My brother always fills the desktop and my hdd partion. I was thinking that i will create a new partion and will install 2 windows 10 by dual booting. Can i do something so that in one windows my partition is hidden and is visible in other windows.
And will it make my pc slow because i want to use it for gaming

No.
The other partition will still be seen, whichever OS is running. It will be just another drive letter.
It may help a little bit, but he can still see 'your' OS and partition as the D drive.

Not that I know of.

2. Consider a whole new drive, in a hotswap bay. His own drive, with its own permissions, etc.
Take your drive out physically. He can't screw up a drive that is not actually connected.
