Computer doesn't run games good but meets specs

So I bought a Dell gaming laptop (probably my first mistake) last summer and it has been nothing for trouble for me. I can't run new games or SLIGHTLY new games without my computer having a panic attack. I cannot run Battlefield 4, or GTA close to smoothly.
It's specs are:
Windows 10 64-bit
Intel i5-6300hq 2.30GHz
8 Gigs RAM
GTX 960M 4 gig

I don't think it has anything to do with my connection because I get high speeds with that. I think it has to do with my CPU because two of my friends have the same laptop except an i7 and they don't have nearly as many problems as me. Would it just be best for my soul to get a desktop as soon as I can?

What do you consider a panic attack?
You might have gotten a laptop with a slow-as-molasses old mechanical disk,this will slow down your pagefile and the asset loading in the games causing them to not be smooth, also a year or close to it is a long time for fans to get clogged up with dust bunnies,make sure your cpu/gpu stay within acceptable temps since they will otherwise slow down to keep from frying those slowdowns you will feel.

Also both bf4 and gtaV are not really known for their smoothness anything but actually,they are notoriously stuttery games.
