I was looking into buying a S8 on Verizon, and I planned to buy it through US Cellular because its $675 instead of $750. I have a Samsung Galaxy Note 4 and it already has an activated SIM card, so if I buy a phone from US Cellular I can in theory just put my Verizon Sim into the US Cellular device and it should work

Solution
Gnerally phones are locked to carriers, so no, a foreign sim won't work. I'm not sure on the legalities of unlocking in the US.

Also, difference carriers use different frequencies, so sometimes some phones are compatible, especially for 4G or LTE data.
