Best Mid-Tier CPU Air Cooler for Ryzen 5 1400 OCing?

I'm looking for a mid-tier CPU cooler for my new rig so I can overclock the 1400 to upwards of 4.0 Ghz and I can't seem to find the perfect answer. I have been looking at the Cooler Master Hyper 212X and the Cooler Master MasterAir Pro 4 but I can't find which is better, as well as if any other brands are better, as I do not know many of the Cryorig, be Quiet!, or Noctua coolers. Please help me out, thanks!

Given the lower voltage draw of the Ryzen CPUs, I wouldn't go with anything more than a H7 for Ryzen 5 which is extreme OCing, an M9a would be a good value fit at $19 and perform the same as a 212 Evo.
