PC wont power on when GPU connected to PSU

Hey everyone, I've got an issue i'm hoping for some insight on before I give up.

I recently upgraded the GPU in my rig from a gtx 550 ti (PNY) to a gtx 780 ti (EVGA manufacturer refurbished). I also upgraded the power supply to a 600W unit (incidentally also EVGA, new). Things were working fine, but all of a sudden my pc shut down, and now it refuses to power on with the 780ti's pcie power cables connected (it uses 14 pins). All of the fans twitch, then nothing. It does power on if I slot in the 550ti (6 pins), but i have to click off the psu and let it sit for a while first. At this point it seems like the graphics card is faulty, but I would like some more opinions and some ideas of things to try before trying for a return/exchange.

My computer was not doing anything power-demanding when it shut off. a 600w supply should be sufficient, right?... my setup is an hpe 500y that i got used, the previous owner had it configured with windows 7, 8 gb ram (4 x 2gb), an AMD phenom II X6 1045t, a 1.5tb 7200rpm hdd, 450W power supply, and the 550ti, which i believe was all stock except the gpu. the motherboard is the n-alvorix rs880 uatx. I've since added a samsung sata ssd, the 600w psu, and installed windows 10 64 bit.

Here 's what I've tried so far, none of which has worked:

-Resetting the CMOS of my motherboard as per manufacturer instructions with the jumper
-Removing the battery from the motherboard for 10 mins
-disconnecting all sata devices form the psu (to see if it was a power shortage issue)
-powering on with the 780ti in the pcie slot but not/partially plugged in to power (it powers on but of course i get the screen "please connect pcie power cables and restart")
-putting the 780ti into another (old and shitty) motherboard, using the same power supply, the same thing happens

Here's what I'm considering trying:

- testing with a different power supply. unfortunately this is the only one i have that has enough pcie power connectors for the 780ti. it passed the paperclip test and did work with different graphics cards installed, so it seems unlikely.

- updating my motherboard BIOS. however, the latest update is for windows 7 64bit which the computer came with. It's a .exe from hp's website. I do have an install disc for windows 7 64bit, not the same version but it would still work, right?

I guess my question is, are either of those worth trying, or is there anything else I should try?

(POSSIBLY UNRELATED: when I first installed the 780ti, it was working fine but one of the fans was constantly on at full blast, i tried to use nvidia ntune to manually control the fan via the nvidia control panel, which didnt do anything. So then I tried using some evga overlocking software downloaded from steam to manually adjust the fan power/temp curve, i think it screwed up my driver or something, because it went black and stopped working, however after reinstalling windows 10 and installing fresh nvidia drivers, it worked normally again... until all this) happened.
 
Solution
Test the card in another system to make sure the video card is good. If it runs OK in another system, try another power supply in your system. Try another PCIe slot, try your original card to make sure your motherboard is good.
