RX 480 running in unusual hot temp

I discovered my RX 480 run around 70 degrees all the time, checked with both CAM and AMD's new driver. Checked with Process Explorer that no process use it more than 1% and the core frequency swing between 500 and 1000 MHz. The GPU driver version I'm using right now is 14.4.3, and I'm using Win10 build 1703. What I can do to bring the temp back under 40?

UPDATE #1: I used my infrared thermometer to check the card temp over a black plate near the core, reads around 50 degree and CAM shows around low 60 degree.
 
Solution
If it gets that hot at fresh boot, the card is definitely faulty. Heatsink not properly installed, thermal paste not (properly) applied, things like that could cause this.

I didn't modify my card tho. Anyway, I contacted XFX and see can they replace it for me.
