Faulty memory module?

ASRock Fatal1ty X370 Gaming K4
Windows 10 Pro x64

I recently purchased a used 16GB memory kit (http://www.corsair.com/en-gb/vengeance-led-16gb-2-x-8gb-ddr4-dram-2666mhz-c16-memory-kit-white-led-cmu16gx4m2a2666c16) and it turns out that one of the modules does not work correctly. Booting with both results in an effective 8GB of RAM running in single channel. The BIOS shows 16GB of RAM running in single channel.

Module one: runs perfectly fine in every single memory slot, can boot on its own.
Module two: appears as hardware reserved in Task Manager, the Part Number text is corrupted, cannot boot alone(1F error iirc, didn't check to see what it means). Also checked in a Skylake H110 system (2x8GB modules), the BIOS does not even see it, showing just 8GB of RAM.

I assume the memory module is faulty, but I wanted to ask just in case I missed something. I am currently using the working Corsair module and a Crucial 2133 8GB module at 2666 CL18 in a dual channel configuration and it works perfectly.
