Shut down problem windows 8.1

Hi. I have a problem with win8.1 shutdown. When I press shutdown item in start menu after 15_20 sec shutdown screen shown. Also I can use PC when I pressed shut down key! I have this problem just in windows 8.1 and 10. I turned off fast start up and check all hardware but I can't found the problem. I haven't this problem before. Help me pls

I had this problem about one month and it make me unhappy because no one helped me in this case. Some people says rams don't math some of them says your hard disk have problem. Finally I found what makes this problem. Any thing haven't problem Except card reader! When I plugged in internal card reader to mainbpard I have low speed on shuting down. I had not this problem on windows 7 because card reader driver doesn't install automatically in win7. I think windows couldn't end card reader progress and it's make this probelm. Excuse me because of bad English
