Corsair VS650 at times the fan will not spin

According to the specs for that PSU, it does indeed have a thermally controlled fan. So it may very well be working just as it should.

Now... whether it is supposed to totally shut down or just reduce speed, I don't know. If you have a concern, I'd contact Corsair for their input.
