MSI B350 Tomahawk Arctic RAM stuck at 2133Mhz and random Crashes

So I recently built a new computer using my old hardrive and PSU(only a few months old), using the new Ryzen 5 1500x however my ram is stuck at 2133Mhz and when I go into the BIOS and change it my computer will boot up and CPU-Z will say im still at 1066Mhz (2133Mhz overall) When I go back into the BIOS it says adjusted speed 2133Mhz as well as this when im playing specific games for example saints row 4 my computer randomly crashes to a black screen and then my monitor shows no input(computer fans still spinning and lights still on inside).
PC Part list:

Ryzen 5 1500x (stock speed and stock cooler)

MSI B350 Tomahawk Arctic

Corsair vengace lpx 16gb 3200Mhz(CMK16GX4M2B3200C16) (hynix manufacturer supported says samsung)

Asus DUAL RX480 8GB

240G ADATA SP550 SSD

2Tb HDD -WD

Corsair CXM 750W

On MSI memory compatibility same stick in different color CMK16GX4M2B3200C16W /R instead of CMK16GX4M2B3200C16 (black version) and it mentions chip set Samsung whereas i have a hynix chip set checked using SIV(system infomation viewer). There are two versions of this RAM apperently -CMK16GX4M2B3200C16 ver5.39 with SK Hynix
-CMK16GX4M2B3200C16 ver4.31 with Samsung B-die
Should this make a difference and im not sure what i can do about this.

This link shows a discussion about this and some running the same memory as me on a non arctic b350 (dont think that matters) at 3200mhz stable.

Solution
I have fixed this problem by undervolting my GPU to -10% power and setting, settings to dynamic in wattman. As well as this I had a faulty CPU power cable.
