USB 3.0 Drivers Will not Install after Installing SSD after Reformat

Hey guys, I recently switched to a samsung EVO 850 ssd drive on my laptop. To do so, I did a clean install. I love the thing, but I cannot seem to install the USB 3.0 drivers for some reason! Any ideas why? I get the error message "Your computer does not meet the minimum requirement for installing the software." It shows up in device manager as not being installed... Hardware ID: PCI\VEN_8086&DEV_1E31&SUBSYS_15501558&REV_04
Yes I am trying to install the correct driver: https://downloadcenter.intel.com/download/21129/USB-3-0-Driver-Intel-USB-3-0-eXtensible-Host-Controller-Driver-for-Intel-7-Series-C216-Chipset-Family
Any ideas guys? Thanks in advanced! PS- the driver worked fine on my old HDD.

Have you done all of the latest windows updates? I just did a similar thing on my HP Laptop, and had a similar issue with the graphics driver from intel until I did all Windows updates and installed the basic driver from HP's website from 2012.
