Try this
Everytime you launch overwatch open task manager and set cpu priority to HIGH in details tab. There are .registry scripts to do this automatically every time with 2 lines of code in notepad. Google for it. RAM makes a huge difference but you already have good ram. Play in fullscreen on 1 monitor mode. Check the setting in battlenet game launcher that says "automatically close battlenet launcher when you begin playing a game" because it takes up resources too. Then google "overwatch best competitive settings nvidia control panel" (edit, link below.). This guide gives massive tips for the nvidia control panel that seem so simple but if you don't literally follow every single one exactly, you are losing performance. Don't let something sit on "auto choose per game" it completely fucks up Overwatch fps. Make sure windows settings is on "high performance". Make sure you run everything as admin mode. Open your task manager again and remove all running services that don't need to be ran. Uninstall bullshit you don't use. Follow the guides below, and thank me for writing this shit out before work lmao. Hope this works and I hope to hear back it increased your frames, I'm going to organize all these things into a well written guide for the big overwatch subs soon. /u/LNGLY /u/cfl1
EDIT 1: Might as well help you out because it was hard to find. Follow EVERY single setting in this guide. I was having MAJOR issues with my top line build getting 150-250fps wildly. Did these settings, did the .reg notepad file, did the auto-close battlenet launcher, did the fullscreen overwatch and only active 1 monitor with WindowsKey+P, made all WINDOWS 10 settings switch from "energy saver" to "high performance" because somehow they reverted, and fresh installed Overwatch. I still have SOME issues on random maps where I get down to 200fps, but my god has my fps gotten infinitely better. Most maps I don't dip below 250 EVER, and usually sits around 280. On 3v3 mode I don't drop below 300fps EVER now. And I'm really really adamant on the CPU High Priority in task manager being the huge huge huge reason for this. Specifically because I know Overwatch takes a shitload of CPU power leaving all of our 1070/1080's sitting at 35% usage driving us insane. Windows doesn't really let the CPU go above 90-95% and for whatever reason that setting in TM changed everything for me. Like it loosen the bottleneck. Next step is to overclock my 4690k a few hundred mhz and see if I can hold 300fps on ALL maps. Good times man, more optimizations from blizz and we are gonna be sniping hard with 240hz! Hope this helps, please reply if it did, I went on a huge tangent just now for you.

EDIT 2 NOTEPAD .REG FILE: No Idea how to format this. But this is the crap you need to EXACTLY copy and paste into a fresh Notepad file, and save it as something like "OWhighpriority.reg" with "all files" in the dialogue window, then run it AS ADMINISTRATOR. It will auto pick high priority for your CPU cycles loosening up the bottleneck. This is the biggest change for me.
