Code 80070570 in windows update and some other troubles

My computer has been giving me some strange issues recently. I will try my best to explain the issues I am having.

I first realized something was wrong when I was attempting to view a video on udemy, and it would randomly restart the video entirely. One of the suggested actions was to clear your cache so I tried to run ccleaner and update it and the message said it had became corrupt and to try and obtain a new copy from the author. I tried a system restore because it was working fine just a few days ago. No luck there...

Whenever I download a program or update it will become corrupt after it finishes, it will not finish at all, or it will become corrupt during the installation. This happens with java, google chrome, ccleaner, windows updates, and when I tried to install malwarebytes it would fail downloading each time. I tried running a full system scan in AVG and no threats were found.

I was using a wifi adapter, and am now using an ethernet and my problem persists. my error code when attempting to download windows updates was Code 80070570. I do not know what is the most likely cause of the issues, my hard drive possibly? My system specs are:

Could be a failing hard drive, could be a RAM issue. Does this only happen with downloads? What if you try to copy files from an external hard drive? Try rebooting the modem and router? Try changing the download location from defaults? Save to your Desktop for example instead of Downloads.

I tried downloading to the desktop and no luck and I have also tried resetting the modem and router. I do not have an external hard drive available right now, but an interesting thing happened earlier today. Hulu on my ps4 was streaming the worst quality video with strange glitches in the video and My mom asked me if I knew of any good programs for cleaning her computer so I attempted to install ccleaner and she got the same error that I got which is installer integrity check failed or something like that, so I am wondering if it has something to do with our router or modem.
