Computer Receiving Power But Nothing Else - Video card getting power, no CPU power

I am rebuilding my gaming rig with no luck of getting it to run. Here are the specs:

AsRock Z170M Pro4S
ASUS Radeon R9 380 4GB
Intel Core i3-6100
EVGA 500W 80 Plus Certified White
Cooler Master N200 MicroATX Mini Tower


The graphics card has a light that is glowing white, so I know that it is receiving power. Upon turning the power button on the CPU fan makes a slight rotation (less than a 90 degree turn) but then stops moving altogether. The case fans will not rotate either. Not sure if it is a motherboard issue, I have continually put the system panel header pins in the wrong spots in the past, so I will continue to fiddle with those. So to conclude, I know that it is not a power supply issue and is more likely having to do with the insertion of motherboard pins. Any suggestions would be helpful.

check that all your cables form the motherboard are in the correct place leading to the PSU
Is the cpu power connector connected?
try to rewire your cables maybe you will find some forgotten cable you forgot to connect. You can also try checking the connectors maybe some of them are not connected properly or clicked into place.
