Randomly Getting Low Frames With Decent Specs

I've had this computer for nearly 2 years probably gonna sell this one to my friend and build a whole new one. I have an MSI GTX 979, i5 4690k, 8 gb of ram and a cheap Msi motherboard. When I first had it a had a constant 60 fps with almost no frame drops. Now I randomly start experiencing serious drops down to around 15 frames or the game completely freezing for up to 10 seconds. I tried factory resetting but that didn't change anything. I took the whole pc apart and put it back together and it's still slow. The cpu and graphics card stay relatively low temperature. Somewhat warmer than what they were a few months ago. My computer now takes up to 5 minutes just to boot to the sign in screen but takes almost 15 minutes just to be able to actually do something with it. Im doing exactly what I've always been doing, I still play at 1080p. If anyone could help that would be great. Thanks for the help!

If you're using Windows 10 and it happen to update itself to the Creators Edition, your problem must probably be the crappy Game Bar. If you don't live stream your gameplay, go to Settings, games and disable Game Bar and all options there.
