Rx 470 4gb problem in Pro Evolution Soccer 2017(pes 17)

Hi I have a big problem with my graphic card while playing pes 17
I had a zotac gtx 750 ti and i had no problem in running pes 17 on high quality at 1080p resolution!
Then i upgraded may video card to msi rx 470 gaming x 4gb! Now when i play pes 17 at the above setting i see some lags in gameplay! And when i use the medium quality i have no problem then!
I have a xeon e3 1225 v2
And 8 gb RAM ddr3
Please help me... thnks

here is a list of afterburner OSD in pes 2017 gameplay:
gpu usage:0%
core clock:1200 MHz
memory clock: 1650 MHz
cpu usage: 52 %
cpu temp: 56 (i guess it is high)

full spec:
mb: asus b75-m lx
cpu:intel xeon e3-1225 v2
ram: 2*4 gb ddr3 hyperX Beast
psu: 550 watt
vga:msi rx 470 gaming X 4gb

and another interesting thing: when the msi afterburner is running I don't have problem anymore!!!! I tried this many time and i think there is a relation between these two!! what do u think?!!
