I want to get a GTX 1070 for my build but im afraid the cpu will bottleneck it i cant afford another till maybe next year. Will i get bad fps drops stutter etc.

Solution
a gtx 1070 is a good match up for your CPU. Now there are some games where running an i5 can be a bottleneck. BF1, ghost recon wildlands, watch dogs 2, etc. But as a whole you should get a very solid match up with those parts. I would encourage you to go with a new CPU/platform in the nearish future (a year or so is fine) as games are getting better threaded everyday and with the launch of Ryzen this trend will only grow.

No it will not bottleneck.
But there's always a bottleneck in computer. It cannot be avoided. and stutter depends on your monitor. if you have 60hz monitor and you are playing games much more than 60FPS, say 150+ FPS then it will stutter a little.
but 4590 can handle 1070. no problem there.

If you fear that the CPU would bottleneck you (and stutter) as games use more threads, consider an i7 4790 which has 8 Threads.
For now i5 4590 will not bottleneck, I cannot say for the future, but your CPU would stay with you for a long time, so break the bank and get either i7 4790 with more threads or a i5 4690K with a higher base clock rate.
