What is slowing my PC down the most? I suspect the r9 270x

UserBenchmarks: Game 41%, Desk 65%, Work 43%
CPU: Intel Xeon E3-1231 v3 - 72.7%
GPU: AMD R9 270X - 39.7%
SSD: HyperX Fury 120GB - 61.7%
HDD: WD WD3200AZKX 320GB - 74.6%
RAM: G.SKILL Value DDR3 1600 C11 2x4GB - 31.6%
MBD: MSI H97 GAMING 3 (MS-7918)

TLDR: would a rx 580 8gb be a good upgrade over r9 270x?
I am really getting into playerunknowns: battlegrounds and my PC is really struggling rendering the game, specifically at the start. my pc will drop to one frame for several minutes before it stabilizes. This is not every game tho, so maybe I am having an issue with the game itself? but also I would to just upgrade my computer in general and maybe even work towards a computer that could stream. Right now I get good fps on CSGO around 200-300 and I have a benq xl2411z on 144 hz so maybe that could be an issue with battlegrounds? I was looking at an rx 580 8gb as a replacement. If it would be a good increase to my computer I was also looking at upgrading my RAM as when I built this rig I was very immature it didn't look at the clock speed of the RAM when I bought
 
Yes the rx 580 or gtx 1060 will give you better performance.

Also I havent played Battlegrounds, but it looks like one of those typical badly optimized games and since you said you dont have this problem with other games it looks like it's just bad optimization, but a rx580 will improve overall game performance since it's a much better gpu. :)
