Diagnostics help: Dead CPU or dead motherboard?

I bought a new system with the following parts:
GIGABYTE GA-AB350-Gaming 3
Corsair Vengeance LPX DDR4-3000 DC 16GB
AMD Ryzen 1700X
MSI 1060 6GB.
When I power on, I observe two different behaviors:
With 1 RAM stick, the CPU light turns on and stays on, the motherboard does not begin POSTing,
as indicated by the fact that it does not cycle through the boot LEDs.
With 2 sticks, the motherboard cycles through the CPU -> RAM -> VGA LEDs then powers off. Clearing CMOS is necessary in order to attempt booting again.

I do not have access to other compatible parts for swapping out, and the CPU was purchased from a different retailer than the MB and RAM, so I'm hoping to figure out whether CPU is dead, or the motherboard is dead (or incompatible with the RAM).

always suspect your mobo before cpu.
did you plug in the cpu power as well as t he mobo power?
what is the brand and model of power supply?
are the two rams the same model? on the same channel? certified compatible with mobo? consult your mobo manual of the last part.

honestly without any other compatible components it is impossible to know if it's any part of your computer is dead. simply impossible.

I believe that your ram is incompatible with the mobo. Probably better than damaged parts, but still a problem. The motherboard does not support 3000 MHz RAM, however it supports 3200 MHz. Using RAM clocked above 2667 MHz may be incompatible as it depends on the CPU. If I were you I would downgrade your RAM to 2667 MHz just to play it safe.

In the grand scheme of things, CPU's almost never fail, and their MTBF is much longer than their life expectancy for obsolescence. However they absolutely can be damaged in shipping and you absolutely could have gotten a DOA chip.

When you say this is a new computer, do you mean that you just built it and cannot get it to POST for it's first time or do you mean that it was working for a few months and has suddenly failed?

Also, the computer shutting down during the boot cycle is suspicious, this definitely could be the mosfet on the motherboard failing to handle voltage correctly, but it also could be that your PSU is failing or unable to carry the load. Does anything change when you take your GPU out?

CPU power is plugged in. The PSU is a Mist 1000w, which has been working faithfully for some years.
The memory compatibility list (http://www.gigabyte.us/Motherboard/GA-AB350-Gaming-3-rev-10#support-doc)
has similar Corsair sticks listed: 2x8GB, 3200MHz and 2x4GB, 3000MHz. It would be weird if my Corsair 2x8GB 3000MHz were incompatible, based on that list.

All the list parts are brand new, besides the PSU which was working with my previous setup. The system has never booted.

The fact that it cycles differently with 1 vs 2 sticks is weird, which definitely indicates RAM problems, but it's worrisome that it does not boot with 1 stick.

is mist brand an oem of seasonic or superflower, or pc power and cooling?
never heard of it and a google search came up with a scandinavian youtube video. not sure which one (swedish, norwegian, or finn?)
if it's just a no name psu, even if it is 1000w It is suspect.
edit: as I said, without any other known to be good components, all we are talking about is moot. because there is no way to diagnose it for sure without switching parts.
