CPU temp increases massively while idle

Basically I had just left my computer idle long enough, to the point where my monitors switch to standby. When I came back, I dedicated to check the CPU temp and it was at 60C but would basically instantly start cooling down going back to around 45C. This happened both times when I left my computer idle for long enough, came back and checked the CPU temps.

I was just wondering if there is a reason for this? Does the computer start running lots of CPU intensive tasks while it's not being used or something

Does windows 8.1 even have Windows Defender?

If you leave Task manager running before going away, you can take a quick look at Usage tabs when you get back and see if CPU was under load last few seconds. If it was, nothing to worry; if it was not used however, that would be strange.

Also would you say a CPU temp of around 47C while simply browsing the internet and watching videos is bad?

Well my CPU is a AMD A8-6000k and I couldn't tell you my cooler except it's just a standard stock cooler

Well what about these temps since these temps seem to be higher then normal when I'm playing a game or I've just never noticed. These were the temps that came up while playing a game called Rainbow Six Siege:

Are they normal or should I be worried?
