how many watts do i need?

I am using a Xeon E5640 and a R9 280X and 16 GB ram and a Foxconn Renaissance.
im thinking a 650w is it enough?
and is a 500w enough?

Toms E5620 pulled 220W at stock, 316W at 4.2ghz. Toms 280x pulled 260W. Not sure if you've overclocked at all, or if you're going to add a second graphics, but 48A (that load) would have those numbers just under 90% load for a 650W/54A, under 80% load for a 750W/62A. If you're going with a 2nd graphics card in the future, go with at least an 850W/70A.

AMD specifies a minimum of a 600 Watt or greater system power supply. (Minimum system power requirement based on a PC configured with an Intel Core i7 3.2GHz 130 Watt TDP processor.)
the system power supply must also have a maximum combined +12 Volt continuous current rating of 40 Amps or greater. (Some non-reference design cards will require more)
the system power supply should also have at least one 75-Watt 6-pin and one 150-Watt 8-pin PCI Express supplementary power connectors. There are some non-reference design cards that require two 150-Watt 8-pin PCI Express supplementary power connectors.
