Cannot Enter BIOS

Hey everyone, I have a bit of a computer issue. So I turned on my PC and immediately I realized the my fan on the Hyper T4 is not as loud as it is normally. The PC turns on and then it would go right into the Windows loading screen, it normally will have a Intel screen (because my motherboard is by Intel) before that. So I restarted the PC and spam F2 but the system won't let me go into the BIOS, it goes right into the Windows loading screen and then to my account. I'm not sure if this has anything to do with it but after I type in my password I see that my resolution is not scaled correctly (I normally use 1600 by 900 and it would fit my monitor's screen entirely), now it only fits about 3/4 of the screen and I have to change the resolution to 1600 by 1200 to make it fit completely. Really confused right now and could use some help. THANKS!

The BIOS Setup program can be used to view and change the BIOS settings for the computer. The BIOS Setup program is accessed by pressing the <F2> key after the Power-On Self-Test (POST) memory test begins and before the operating system boot begins.

the question I have is it a wireless keyboard or usb wired one, I ask because I have seen and experiences unable to get to bios with wireless keyboards. and had to plug a regular USB2 (not USB3) plugged in Keyboard
