Case: Corsair 950 Obsidian (stock fan placement but 1 that is placed under the GPU to get more air out )

Every time that I get a game going or have a game running or a web browser working it seems to get very hot and then slow down, while in games its a t an low 25-30C then when some thing else is running like Chrome or IE it start getting more to 40-50C and making it unplayable. while at idle
its just at 10-7C, note that all the games to taked a lot of load it barely peeks 30%load and hits 50+C, the GPU doesn't seem to be the problem, a while back Nvidia sent out the Nvidia sound update that conflicted with the standered Relteck audio card and cause it to take resources, I later uninstalled it and just updated it and work fine(still with the CPU overheating while underload) I know for a fact the the watercooler isn't the problem because I had it checked out and replaced already and the mobo work fine, just trying to see if anyone else has had the same problem, or similar that could remedy, I already gone through the posted problems with the 9590 but no of them mentioned while not in extreme or high loads. any help would work.. thanks
