High CPU Usage (Than Usual)

A few months back, I built a new computer for gaming (I will list the specs below), for gaming. I remember distinctly while I was gaming my CPU usage was only roughly 6-7 percent and only 1-2 percent at idle. I recently noticed a recurring stutter in my gameplay, took a look at system specs while it was happening and my CPU usage is up to 60 percent and idle is anywhere from 10-16 percent now. While usually this wouldn't worry me, I just don't see any valid reason why my gameplay would be stuttering given my specs. I am running H1Z1: KOTK, at a low resolution, 1600x1080, when my monitor's nat is 1920x1080. To note, in the beginning I was running at a higher resolution with no stuttering, but I don't see why switching to a lower resolution would cause stuttering. Please help with this, it is quite annoying.

When at lower resolutions, the game gets more CPU bound as it has to pre render a lot of frames for the graphics card. This will result in higher cpu usage, so frankly I'm not surprised. A GTX 1070 is really meant for 1440p gamers, but I guess have it your way : D

I was reading about this last night, unfortunately this game plays much better on a lower resolution, other games I can play on 1080p - 4K no problem and still enjoy it. Is there any significant risk for a cpu to be running at 60% usage for extended periods of time?
