AMD 970 Chipset drivers not installing Win 10

When I try installing AMD's version I get an error and the chipset drivers apparently do not install (as apparent by device manager) and when I install the motherboard chipset drivers those don't seem to install either. It just defaults to a Microsoft version of the driver dated 2015.

Motherboard: Asus M5A97 R 2.0
GFX: AMD Asus RX 480 4 GB

Now I know that I won't get the full benefit of this card on the motherboard I have since it's only running at PCIe 2.0 x16 rather than PCIe 3.0, but I've noticed that it's actually less powerful than my GTX 660 that I upgraded from with all other parts remaining the same, which is why I embarked on this quest to upgrade the chipset drivers in the first place.

UPDATE:
Tried installing a chipset driver directly from AMD which is supposed to support this chipset. No luck. Still just the standard Microsoft Windows drivers are installed even after the driver supposedly successfully installed.

I'm not fully sure what your trying to say that board will only do PCI-E 2.0 X16 updating the chipset driver will not change that. Besides using a RX 480 will in no way saturate a PCI-E 2.0 X16 lane so their would be no performance difference. Since you have a FX processor that is probably your performance problem their already 5 years old and were not very good when first released compared to Intel. For gaming in most games they get beat by a simple i3 processor.
1 x PCIe 2.0 x16 (blue)
1 x PCIe 2.0 x16 (x4 mode, black)
2 x PCIe 2.0 x1
2 x PCI

You say it's less of a card, run Furmark with the RX 480 and run it again with the GTX 660.

Chipset drivers from AMD usually just install AHCI and IOMUU driver, default AHCI MS driver should do in fact sometimes AMDs AHCI driver sucks. Your PCI bandwith should be controlled in bios
