Underperforming components i5-7600k/evga geforce 1070

I have watched a lot of bench marks and my pc is not getting anywhere near any of them
in overwatch im only averaging around 70fps
witcher 3 im only averaging 45

in both cases, thats about half of what most benchmarks ive seen have been getting with the same parts, please help! i don't understand.
im kinda new to this so please just ask for what you need and ill provide the info.

I can't see anything that would be significantly hitting Witcher 3 there... 1 ram stick will provide one bottleneck, no SSD other, but neither would put consistent cap on 45FPS.
Do you have drivers properly installed? In up to date version? (nVidia ForceWare, currently 382.05)... You can try doing clean reinstall to wipe out any rogue settings...

There is nothing bad about flashing BIOS, especially on earlier versions or when things don't work as they should.

It's useless if everything is working perfectly. But that doesn't seem to be your case, does it?

I would also check if your game settings are exactly same as the reviewers (for example nvidia hair thing in Witcher is almost always disabled in tests). Also check how much other processes slow down the PC (often reviewer systems are antivirus-less and that, especially from certain companies, can present significant slowdown).
